important water way. In earlier days the British Navy had

cleared the Southern coasts of China of piracy and the

services we had then rendered and the imperative interests

of our trade gave us a right to demand that the Chinese

Government should do their part in keeping their inland

waters in order. Less than seven years ago we had been

obliged to take over for a time the patrol of the West

River and we should be forced to do so again if China

failed to do her obvious duty as a civilised Power.

Admiral Li told me the general scope of his instruc-

tions and his plans for dealing with the problem. The

President, he said, had instructed him to hold conferences

with the authorities at Canton and Hongkong and arrive at

an effective method of co-operation. The military

authorities in the province had been ordered to give him

their cordial support in carrying out any measures that

might be agreed upon and he intended for the time being to

place the whole patrol under the control of the Navy.

The question of ways and means would doubtless present

difficulties, There were some 70 vessels engaged in the

patrol and the monthly expenditure was about $100,000.

There was reason to believe that many of the vessels were
